About the role
Key responsibilities & impact- Act as appointed MLRO for Reap's Hong Kong entities, with direct access to senior management and the board.
- Receive, assess and adjudicate internal suspicious activity escalations; decide on and file STRs with the JFIU.
- Own post-STR handling, including consent regimes, account restrictions, fund quarantine decisions and law enforcement liaison.
- Maintain complete, defensible records of STR decisions, rationale and follow-up actions.
- Own Hong Kong AML/CFT policies, standards and procedures, including the MSO entity's AML/CFT Policy, ensuring alignment with AMLO, C&ED guidelines and FATF standards.
- Lead the institutional ML/TF risk assessment for the HK entities and keep it current with product and market changes.
- Set CDD/SCDD/EDD standards and adjudicate high-risk client escalations (e.g. Web3, PSPs, complex ownership structures, sanctions-nexus cases).
- Govern sanctions screening, transaction monitoring and ongoing due diligence for HK-booked business, including monitoring effectiveness and rule governance.
- Act as primary contact for the C&ED on MSO licence matters, inspections, returns and notifications.
- Lead preparation for and management of external AML audits and independent reviews, including remediation tracking to closure.
- Support scheme-related compliance commitments where they intersect with HK AML/CFT controls.
- Provide 2nd line guidance and quality oversight to the FCO team on CDD decisions, alert dispositions and escalation quality.
- Deliver regular MI and compliance reporting to senior management, including STR trends, risk exposure and control health.
- Own the HK AML/CFT training programme, including induction and annual refresher training for all relevant staff.
Requirements
What you’ll need- 10+ years in AML/CFT or financial crime compliance within regulated financial institutions.
- Prior appointment as MLRO, Deputy MLRO or CO/AMLCO in a Hong Kong-regulated institution (MSO, SVF, bank, broker or VASP) strongly preferred.
- Hands-on experience filing STRs with the JFIU and managing regulator inspections or external AML audits.
- Experience in fintech, payments, cards or digital assets/stablecoins is highly desirable.
- Deep knowledge of the Hong Kong regime: AMLO (Cap. 615), DTROP, OSCO, UNATMO, C&ED MSO guidelines and JFIU reporting practice.
- Strong expertise in CDD/EDD, sanctions, transaction monitoring, investigations and SAR/STR decision-making.
- Working knowledge of blockchain analytics, Travel Rule considerations and crypto-specific typologies is an advantage.
- CAMS, ICA or equivalent professional qualification preferred.
- Sound, defensible judgement under ambiguity; able to make and stand behind STR and de-risking decisions.
- Experience engaging regulators, auditors and senior stakeholders directly.
