About the role

Key responsibilities & impact

Lead qualification and shaping of public sector managed service opportunities
Define and own bid strategy and win themes
Act as lead author and quality reviewer for core bid content
Design end-to-end managed service solutions, including operating and governance models, service delivery, workforce planning, transition, mobilisation, and transformation roadmaps
Ensure solutions are scalable, commercially viable, and compliant with public sector requirements
Embed measurable social value propositions into service design
Collaborate with commercial and finance teams on pricing, commercial models, and contractual risk mitigation
Orchestrate cross-firm and partner inputs
Lead governance sign-off
Mentor colleagues
Own handover from bid to delivery to enable successful mobilisation

Requirements

What you’ll need

Extensive experience designing and solutioning public sector managed services or outsourced services, ideally in complex, regulated environments
Proven track record leading solution design and bid writing for public sector procurements, including major competitive tenders
Strong understanding of public sector procurement, evaluation, and commercial models
Experience embedding social value and transformation outcomes into service design credibly and measurably
Ability to translate complex service models into clear, persuasive written narratives for bid evaluation
Confident senior stakeholder engagement skills, influencing partners, clients, and internal governance forums
Experience coaching and developing others in solutioning and bid disciplines
No work visa sponsorship available
