Key responsibilities & impact- Identify, research, qualify, and prioritize federal opportunities aligned with Phoenix Data Corporation's capabilities and growth strategy
- Develop and execute capture strategies for priority federal opportunities
- Conduct customer, mission, procurement, and competitive research
- Develop customer intelligence and understand agency priorities, pain points, and procurement strategies
- Identify opportunities where Phoenix can develop a meaningful competitive advantage
- Develop capture plans, win strategies, competitive assessments, and win themes
- Lead bid/no-bid and go/no-go assessments
- Develop and maintain relationships with federal customers and industry stakeholders
- Identify potential prime contractors, subcontractors, and teaming partners
- Develop and manage teaming strategies
- Monitor competitors and identify competitive strengths, weaknesses, and threats
- Track procurement forecasts, agency spending, contract vehicles, and upcoming opportunities
- Participate in industry days, conferences, customer meetings, and other federal business development activities
- Help shape opportunities and influence procurement strategies when appropriate and permitted
- Work closely with executive leadership to establish pursuit priorities
- Transition qualified opportunities and capture strategies to the Proposal Manager
- Support the Proposal Manager with customer intelligence, win themes, competitive information, and capture strategy
- Conduct post-award and post-loss reviews to identify lessons learned
- Establish a qualified federal opportunity pipeline and actionable capture strategies
- Expand Phoenix's federal customer and industry relationships and establish strong teaming partnerships
- Improve competitive positioning before solicitations are released
- Contribute to increased federal contract wins and revenue
Requirements
What you’ll need- 7+ years of experience in federal capture management, business development, government contracting, or a related field
- Demonstrated experience leading federal capture efforts from opportunity identification through award
- Proven track record of helping win competitive federal contracts
- Strong understanding of the federal acquisition process
- Experience developing capture plans, win strategies, competitive assessments, and teaming strategies
- Demonstrated ability to develop relationships within the federal contracting marketplace
- Strong customer engagement and competitive positioning skills
- Excellent communication, presentation, negotiation, and relationship-building skills
- Ability to work effectively with executive leadership
- Experience with federal IT, professional services, data, cybersecurity, or technology contracts
- Experience with IDIQ, GWAC, BPA, and task order contracting
- Existing relationships with federal agencies and/or major federal prime contractors
- Experience working with both prime contractors and subcontractors
- Knowledge of FAR/DFARS
- Experience with SAM.gov, GovWin, Bloomberg Government, Deltek, or similar business development tools
- APMP, Shipley, or other capture/proposal methodology experience
- Bachelor's degree in Business, Marketing, Communications, Government Contracting, or a related field
