About the role

  • Manage budget and acquisition needs throughout all phases of the contracting and software development lifecycle.
  • Support VA customers by developing and executing their annual BOP, including MYP estimates and an acquisition strategy for procuring IT products and services within obligated funding amounts.
  • Prepare, submit, and validate budget status reports and actual costs for monthly OMB IT Dashboard submissions.
  • Support MYP activities, including development of budget justification narratives and maintenance of Product Line Major IT Business Cases.
  • Assist investment managers and owners with updating descriptions and contract information for their investments in Folio.
  • Provide daily tracking of execution-year funding and monitor development and sustainment funding obligations.
  • Develop and update execution artifacts and provide Earned Value Management (EVM) reports.
  • Prepare unfunded requirements (UFR) documentation, including acquisition plans and timelines, required funding, and impact statements.
  • Lead efforts to secure UFR funding or develop alternative action plans.
  • Provide advice and recommendations to VA customers on procurement approaches and required documentation.
  • Draft thorough, technically accurate, and actionable acquisition artifacts in accordance with the Federal Acquisition Regulation (FAR) and VA policies.
  • Develop acquisition packages for software products and services, including Justification and Approval (J&A) documentation, product descriptions, Performance Work Statements (PWS), and Statements of Work (SOW).
  • Conduct market research on available products and services, perform Analyses of Alternatives (AOAs), summarize findings, and generate Independent Government Cost Estimates (IGCEs) and funding requests.
  • Coordinate acquisition schedules and document milestones based on estimated costs and administrative lead times.
  • Serve as a change manager by supporting collaboration among stakeholders, tracking change requests (CRs), preparing justifications, and coordinating reviews and approvals.
  • Maintain a continuously updated budget and acquisition tracker for the Product Line.
  • Develop responses to budget and acquisition-related data calls, reports, and information requests.
  • Prepare and review budget reports and execution schedules, including midyear and end-of-year reviews and projected spending plans.
  • Facilitate weekly meetings with Product Line and VA budget stakeholders to review budget execution, acquisition status, UFRs, CRs, emerging issues, and blockers.
  • Develop and maintain holistic knowledge of the Product Line, its products, and stakeholders to support information requests and communication needs.
  • Prepare and present regular reports on project status, risks, and outcomes to senior management.
  • Identify opportunities for process improvements within the PMO and implement best practices.
  • Conduct research on special topics and recommend solutions to government clients.
  • Facilitate executive-level virtual meetings, including agenda preparation, minutes, and tracking action items.
  • Work proactively and independently to complete assignments within established guidelines and timelines.
  • Function as part of an integrated PMO support team, sharing best practices and information.
  • Perform related duties as assigned by the supervisor.

Requirements

  • Experience and knowledge of federal budgeting and acquisitions, including applicable FAR policies.
  • Experience working as a federal contractor or employee.
  • Excellent written and verbal communication skills, with the ability to communicate clearly and concisely to government clients.
  • Consulting experience and ability to effectively manage and support government stakeholders.
  • Strong understanding of the Software Development Life Cycle (SDLC) and Agile methodologies.
  • Ability to schedule, organize, and facilitate executive-level virtual meetings and summarize outcomes.
  • Ability to self-organize, manage workload, meet deadlines, and proactively seek out assignments.
  • Strong analytical skills and attention to detail.
