About the role

Key responsibilities & impact
  • Lead the development and implementation of strategic human resources initiatives that support PACT's organizational goals and workforce priorities.
  • Drive talent acquisition, onboarding, employee retention, succession planning, and workforce planning to ensure the organization attracts and retains high-performing talent.
  • Foster a positive workplace culture by leading employee engagement, employee relations, wellness and organizational culture initiatives.
  • Oversee the performance management framework, supporting managers in employee development, coaching and performance improvement.
  • Develop, review and implement HR policies, procedures, and guidelines that reflect best practices, organizational values, and legal requirements.
  • Ensure compliance with Belize labour laws, employment regulations, donor requirements and internal governance standards while mitigating organizational risk.
  • Manage compensation, benefits, payroll administration and HR reporting to ensure accuracy, equity, and informed decision-making.
  • Lead organizational learning and capacity-building initiatives that strengthen leadership, employee capabilities, and organizational effectiveness.
  • Oversee HR information systems, employee records, HR metrics and data analytics to support evidence-based decision-making and continuous improvement.
  • Serve as a strategic advisor to the Executive Director, Management Team and supervisors by providing expert guidance on all human resources matters, organizational change, and people management.

Requirements

What you’ll need
  • Master's Degree in Human Resources Management, Human Resources Development, Organizational Psychology, Organizational Leadership, Business Administration or closely related field within social and behavioural sciences.
  • Minimum of five (5) years of management experience, including at least one (1) year in a Human Resources management role.
  • Strong knowledge of modern human resources principles, employment legislation and HR best practices.
  • Strategic thinking with the ability to translate organizational goals into effective people strategies.
  • Excellent leadership, coaching and relationship-building skills.
  • Strong analytical and problem-solving abilities with experience using HR data and metrics to support decision-making.
  • Excellent written and verbal communication, presentation and facilitation skills.
  • Demonstrated ability to manage change, resolve conflict, and influence stakeholders at all levels.
  • High level of professionalism, discretion, and integrity when handling confidential information.
  • Strong organizational and project management skills with the ability to manage multiple priorities.
  • Proficiency with HR information systems (HRIS) and Microsoft Office applications.
  • Commitment to continuous improvement, employee development, and fostering an inclusive, values-driven workplace.
