About the role

  • Maintain and monitor performance baselines and change control for scope, schedule, and cost.
  • Support development and execution of project planning including WBS, resource estimates, and baseline schedules.
  • Provide guidance and training on Earned Value Management System (EVMS) to personnel and cost account managers.
  • Lead baseline development, control, and reporting; validate baseline information.
  • Develop CPM schedule logic and lead schedule updating, critical path analysis, and schedule impact analysis.
  • Measure progress using earned value methodology; maintain baseline and status schedules and produce scheduling reports.
  • Perform cost analysis integration, forecasting, Estimate at Completion (EAC) development, and change control accounting.
  • Support monthly reports, planning and scheduling meetings, subcontractor performance tracking, and proposals/estimates.
  • Conduct periodic field walkdowns to validate performance and ETC; perform variance analysis and corrective actions.
  • Finalize and implement procedures; ensure compliance with EVMS and assist in risk management and funding posture updates.

Requirements

  • BA/BS in business, construction management, engineering, or an equivalent combination of education and experience directly related to occupation.
  • Minimum of twelve (12) years of related experience.
  • No licenses/certifications required.
  • Experience in project management or project controls.
  • Strong analytical skills and experience with cost management and scheduling software.
  • Strong organizational skills.
  • Proficiency in cost/finance analysis, estimating, and reporting tools.
  • Proficiency in Earned Value Management (EVM) or Project Management Professionals (PMP) requirements.
  • Excellent verbal and written communication skills.
  • Strong computer skills and proficiency in Microsoft Office.
  • Strong background in planning, budget preparation, and basic scheduling techniques.
  • Familiarity with DOE/DOD operations, project management systems, and Congressional budget process is preferred.
  • US citizenship required.
