Provide technical reviews of NEPA deliverables (scoping reports, draft and final EAs/EISs, Records of Decision, Findings of No Significant Impact, and mitigation action plans).
Provide independent, expert-level review of Environmental Impact Statements (EIS), Environmental Assessments (EA), and related compliance documents.
Serve as a Subject Matter Expert (SME) in one or more specialized environmental domains (air quality, ecological resources, cultural/historic resources, water resources, socioeconomics, health and safety, or risk analysis).
Act as a trusted SME, advising project managers and interdisciplinary teams on technical accuracy, regulatory compliance, and best practices in environmental impact analysis.
Ensure NEPA documents comply with DOE NEPA regulations (10 CFR Part 1021) and Council on Environmental Quality (CEQ) guidance.
Assess the adequacy of technical data, analyses, and modeling methodologies used in environmental assessments.
Review assumptions, methodologies, and data quality to ensure consistency, accuracy, and defensibility.
Provide expert recommendations to improve document clarity, regulatory compliance, and integration of interdisciplinary analyses.
Support consultations with federal, state, and tribal agencies by providing technical expertise and review of supporting materials.
Assist in ensuring that public comments and agency feedback are appropriately addressed in revised NEPA documentation.
Contribute to the development of quality assurance processes, document templates, and technical standards.
Requirements
Bachelor’s degree or higher in Environmental Science, Engineering, Natural Resources, or related discipline.
Minimum of 5 years preparing and reviewing NEPA documentation (EIS, EA, or equivalent).
Strong background in conducting and reviewing technical analyses in one or more NEPA resource areas.
Familiarity with DOE NEPA regulations, CEQ guidance, and related federal compliance requirements (Clean Water Act, Endangered Species Act, National Historic Preservation Act, etc.).
Must be a U.S. Citizen (required under SOW).
Exceptional written and verbal skills, with the ability to provide clear and constructive technical feedback.
Ability to work independently and provide expert consultation in a remote environment.
Preferred: Experience serving as a technical reviewer/SME for DOE or other federal NEPA projects.
Preferred: Advanced degree (Master’s or higher) in Environmental Science, Engineering, or related field.
Preferred: Demonstrated success in guiding multi-disciplinary teams in technical compliance reviews.
