About the role
Key responsibilities & impact- Accounting execution of the budget for a management portfolio
- Creation of third-party records, commitment of expenditures and revenues
- Invoice verification and recording of services performed
- Reconciliation of receipts (P503)
- Filing and archiving of accounting documents
- Updating the service’s performance indicators
- Participation in year-end closing operations (OFE)
- Participation in monthly update campaigns and budget preparation
- Preparation of payment for compensation allocations with the rest of the team
- Accounting point of contact for the Operational Directorates’ administrative and financial department
- Providing accounting advice and ensuring compliance with internal and regulatory procedures
- Review of purchase orders and requests for reversal of accounting entries
- Review of administrative certificates, releases (mainslevées), and various other procedures
- Creation of fixed asset records
- Monitoring accounting inventory (in coordination with the head of department)
- Ensuring processing and updating of inventory operations
- Preparation of the inventory annex (BP, DM, CA)
- Administrative and financial execution of public procurement contracts
- Recording public contracts, prepared by the public procurement department, in the accounting software (new contracts, DC4 forms, amendments, etc.)
- Analysis and resolution of financial issues related to contracts
- Monitoring the execution of contracts within the assigned scope.
Requirements
What you’ll need- Good knowledge of public sector accounting rules and the budgetary environment of local authorities
- Knowledge of accounting inventory rules and annual operations (asset disposals, commissioning, etc.)
- Proficiency with accounting tools used by local authorities; experience with an SAP package for the expenditure and revenue cycle would be appreciated
- Good command of Microsoft Office (Excel, Word and Teams)
- Good knowledge of the administrative and financial execution of public procurement contracts
- Desired experience: 3 years
