About the role

  • Ensures legal oversight of projects in the fields of urban planning and housing
  • Ensures legal certainty throughout planning procedures
  • Analyzes risk and secures legal acts and documents
  • Leads or participates in working groups
  • Manages pre-litigation and litigation
  • Monitors legal developments and maintains legal watch
  • Drafts briefing notes for elected officials, the Executive Management and operational departments
  • Delivers legal training related to urban planning and housing matters.

Requirements

  • Strong knowledge of public law and the legal framework applicable to local authorities and inter-municipal public bodies (EPCI)
  • Solid expertise in issues specific to urban planning and housing
  • Skilled in drafting administrative acts and documents
  • Risk mapping and assessment
  • Knowledge of litigation rules and procedures
  • Legal research, analysis and information-processing techniques
  • Excellent legal drafting skills
  • Ability to manage complex files, proactive and solution-oriented
  • Drafting of briefing notes and summary documents
  • Proficiency with office software (e.g., MS Office)
  • Experience working in cross-functional teams and ability to explain legal matters clearly
  • Rigour, reliability and commitment
  • Autonomy, initiative and availability
  • Desired education level: Master’s degree (Bac+5) in public law
  • Minimum 5 years’ experience in a similar position.
