About the role

Key responsibilities & impact
  • Administer the full lifecycle of subcontracts and purchase orders, including solicitation, evaluation, negotiation, award, and closeout.
  • Ensure compliance with applicable regulations, including FAR, DFARS, and company purchasing policy requirements.
  • Serve as the primary interface between internal stakeholders (program management, engineering, manufacturing, quality) and external suppliers.
  • Execute sourcing activities including request for quote (RFQ) development, solicitation issuance, and supplier selection
  • Perform market research to identify qualified suppliers and support competitive procurement strategies
  • Develop and issue RFQs/RFPs; perform price/cost analysis and evaluate supplier proposals for adequacy, compliance, and risk.
  • Evaluate supplier proposals for cost, technical acceptability, and compliance with requirements
  • Negotiate pricing, delivery schedules, terms and conditions, and commercial licensing agreements to achieve best value and mitigate risk.
  • Support manufacturing operations by procuring materials, components, and services aligned with production schedules and technical requirements.
  • Draft, review, and negotiate subcontract terms, including flow-down provisions, data rights, IP/licensing clauses, and indemnification language.
  • Prepare and issue purchase orders and subcontracts in accordance with internal procedures and regulatory requirements (e.g., FAR/DFARS where applicable)
  • Monitor subcontractor performance, including cost, schedule, and technical compliance; address performance issues proactively.
  • Maintain accurate procurement files and documentation to support audits (e.g., CPSR, DCMA reviews).

Requirements

What you’ll need
  • Bachelor’s degree in Business, Supply Chain Management, Contracts, or related field (or equivalent experience)
  • 5+ years of experience in subcontracts administration, procurement, sourcing, acquisition or purchasing in a government contracting environment
  • Strong working knowledge of FAR, DFARS, and related federal acquisition regulations
  • Experience supporting manufacturing environments, including procurement of materials, components, and production-related services
  • Demonstrated experience negotiating commercial terms and conditions, including software or technical licensing agreements
  • Proven ability to perform cost/price analysis and evaluate supplier proposals
  • Excellent negotiation, communication, and analytical skills
  • Proficiency with ERP systems (e.g., Deltek Costpoint or similar) and Microsoft Office tools.
