About the role
- Develops policies and procedures that provide effective support of contract payments.
- Establishes uniform construction documentation practices through training and observing documentation practices at district offices and various governmental agencies.
- Ensures continued implementation and development of Construction and Materials Management System (CMMS) on a statewide basis.
- Considers innovative technologies to streamline Illinois Department of Transportation’s (IDOT) construction management, and provides for procurement of new applications, software and/or equipment as needed.
- Directs revisions to the Construction Manual and Construction Memoranda to ensure current practices, procedures, and form changes are incorporated in a timely manner.
- Provides technical review for management of special studies and participates in research projects as needed.
- Maintains a clear understanding of required materials testing information; and develops and implements changes, as needed, in construction documentation requirements statewide.
- Motivates, evaluates, and develops staff to maintain a high level of employee morale and work performance.
- Performs duties in compliance with departmental safety rules.
- Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Requirements
- Current registration as a Licensed Professional Engineer in the state of Illinois.
- Eight years of experience in civil engineering.
- Three years supervising staff and managing engineering functions.
- Experience developing or working with the Standard Specification for Road and Bridge Construction, contract plans, and special provisions.
- Ability to manage and supervise.
- Experience investigating and/or helping to implement new technologies, procedures, and or policies.
- Ability to problem solve and resolve disputes that may arise.
- Proficiency with current software applications (e.g., Microsoft Office Suite, Adobe, Bentley OpenRoads Designer, CMMS, etc.).
- Strong oral and written communication skills with the ability to speak in group settings.
- Ability to develop and maintain cooperative relationships with staff, contractors, and the public.
- Participation in research projects and/or knowledge of the department’s research program.
