About the role
- Serves as the Agency Procurement Officer (APO) and Section Manager for the Procurement Section.
- Serves as primary procurement liaison for the State Emergency Operations Center (SEOC).
- Manages, controls, directs, and reviews the procurement activities for all IEMA-OHS contractual agreements and related documentation.
- Serves as a full line supervisor.
- Compiles, reviews, and submits periodic specialized reports and reconciliations for applicable business areas (procurement and contract management).
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Requirements
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in accounting, business, and/or public administration.
- Requires prior experience equivalent to four (4) years of progressively responsible procurement experience for a governmental entity.
- Four (4) years of advanced experience working with governmental procurements including requests for proposals (RFP), Invitation for Bids (IFB), Requests for Quotes (RFQ), small purchasing, etc.
- Three (3) years of experience working with state procurement code rules and/or federal procurement rules.
- Five (5) years of thorough knowledge of state procurements or similar governmental procurement processes.
- Two (2) years of experience with a statewide procurement bulletin such as BidBuy, or similar procurement systems.
- Two (2) years of experience with a state System Applications and Products (SAP) system or similar procurement systems.
- Two (2) years of supervisory experience.
- One (1) year of working knowledge of emergency management procedures.
- Certification as a Certified Public Procurement Officer (CPPO), Certified Professional Public Buyer (CPPB), or another procurement designation.
