Position Title: Grants Analyst – Federal Grants Oversight; Location: Hybrid/Onsite; Employment Type: Full-Time.
Supports evaluation, analysis, and monitoring of federally funded programs administered by states, tribes, and nonprofit organizations; assesses program performance, analyzes trends, ensures alignment with federal objectives and statutory requirements; contributes to data-driven decision-making and provides technical assistance to grantees. Programs include LIHEAP, CSBG, and CED.
Conduct programmatic analysis of federal grants, evaluating implementation, outcomes, and compliance across state, tribal, and nonprofit organizations.
Monitor grantee performance using data, reports, and stakeholder engagement to assess compliance with funding objectives and federal regulations.
Support development and refinement of program policies, guidance, and evaluation tools.
Analyze quantitative and qualitative data to identify trends, performance risks, and areas for improvement.
Prepare reports, dashboards, summaries, and presentations communicating analytical findings to internal and external stakeholders.
Collaborate with program managers, financial analysts, and auditors to ensure coordinated and effective approach to federal grant oversight.
Participate in planning and executing program monitoring visits, webinars, and technical assistance activities.
Contribute to best practices in programmatic oversight and continuous improvement of grant monitoring processes.
May involve occasional travel for monitoring site visits, training events, or coordination with state, tribal, and nonprofit grantees.
Requirements
Bachelor’s degree in social sciences (psychology, sociology, economics, political science, history, public policy, public health) or in business/public administration with 24 semester hours in public policy, nonprofit management, or financial analysis, plus experience in programmatic analysis and monitoring of federal grants for states, tribes, or nonprofits.
Meets one of the following: 24 semester hours in relevant coursework (up to 6 in business law); 4 years of program management/analysis; 5 years of oversight of grant(s) (e.g., LIHEAP, CSBG, CED); or equivalent education, training, and experience totaling 4 years in program analysis/management.
Preferred: Experience supporting OCS-funded federal programs.
Preferred: Familiarity with performance measurement frameworks, federal compliance expectations, and outcome reporting.
Preferred: Strong research, data interpretation, and policy analysis skills.
Preferred: Proficiency with program reporting tools, collaboration platforms, and data management systems such as TeamMate+.
Preferred: Understanding of federal program design, policy implementation, and interagency coordination practices.
