About the role
Key responsibilities & impact- Provides engineering and technical leadership for the management of pole attachment and colocation assets
- Works closely with the Manager of Joint Use Infrastructure, PIE engineering admin, staff, and other divisions to ensure technically sound, compliant, and safe review and approval of attachment and colocation requests
- Coordinates engineering reviews and initiatives that support safe, reliable infrastructure utilization, including development of technical tools, standards, and processes
- Serves as the internal technical point of contact for attachment requests, provides engineering status updates and requirements to external 3rd‑Party utility infrastructure attachment customers
- Engages with 3rd Party Carriers on status updates and application progress
- Manages the data systems used for customer data, file transfers, electronic files, and work management
- Conducts technical research and analysis to improve engineering processes and review efficiency.
Requirements
What you’ll need- Bachelor’s degree in Engineering (Civil, Electrical, Structural, or closely related)
- Professional engineering experience in utility infrastructure may be considered in lieu of a degree
- Thorough knowledge of the wireless and wireline third party attachment process
- Thorough knowledge of macro antenna colocation business model and process
- Thorough knowledge of the principles and practices of project management, program management, standards development and construction, telecommunication application processing methods
- Extensive knowledge of federal, state and local laws, FCC regulations and procedures as related to PIE activities
- Thorough knowledge of distribution poles; pertaining to utility space, communication space, 3rd party attachment requirements and standards, and pole loading calculations
- Thorough knowledge of HECO’s telecommunication and other infrastructure assets that are available for colocation
- Good working knowledge of budgeting, forecasting and scheduling processes
- Working knowledge of personal computers and/or mainframe systems and related software applications (i.e., spreadsheets, word processing, database management, etc.)
- Thorough knowledge of group dynamics and methods of action-oriented collaboration
- Demonstrated communication skills to effectively engage with all levels of the company and with outside contractors, consultants, governmental agencies, community groups and customers.
