About the role
Key responsibilities & impact- Attend virtual meetings with NOAA OAR administrative teams and portal development staff.
- Prepare structured agendas and open questions for meetings.
- Capture and issue meeting minutes, decisions, and action items within one business day.
- Maintain an action item register with owners and due dates.
- Compile administrative workflows into standardized Standard Operating Procedures.
- Manage SOP validation, comments, version control, change logs, and final packaging.
- Decompose validated SOPs into discrete, testable portal requirements.
- Assign requirement identifiers, source references, priorities, and acceptance criteria.
- Map workflows to ticketing-system capabilities and maintain traceability.
- Coordinate reconciliation of conflicting processes across administrative teams.
- Serve as the interpretive channel between administrative teams and portal developers.
- Respond to developer questions and propose alternatives when constraints prevent implementation.
- Write and validate step-by-step end-user portal instructions.
- Produce weekly meeting summaries and monthly status reports.
- Perform quality checks and track risks, blockers, and stalled reviews.
Requirements
What you’ll need- Bachelor's degree in English, Communications, Information Systems, Business Administration, or a related field; additional directly relevant experience may substitute.
- Five or more years of professional experience in technical writing, business analysis, process documentation, or requirements development.
- Experience authoring Standard Operating Procedures, process documentation, or workflow documentation.
- Experience translating business or administrative processes into system requirements for development teams.
- Experience facilitating working sessions and eliciting process detail from subject matter experts.
- Experience coordinating across organizational boundaries and resolving conflicting process definitions.
- Advanced proficiency with Microsoft Word, including templates, styles, and version control.
- Working proficiency with Microsoft Excel.
- Proficiency with Microsoft Teams, Zoom, or Google Meet.
- Proficiency with SharePoint or Google Drive.
- Exceptional written English with minimal editing required.
- U.S. work authorization.
- Ability to pass standard Federal contractor onboarding.
- Reliable high-speed internet and a suitable home office.
