About the role
- Define and own the enterprise-wide technology architecture vision, strategy, and multi-year roadmap, aligned with the company's business strategy and healthcare market evolution
- Translate complex business and clinical goals into coherent, actionable architecture strategies that span applications, data, cloud infrastructure, integration, and security
- Serve as a strategic advisor to the CIO and executive leadership on technology investments, platform decisions, and emerging technology trends relevant to the health plan and payer space
- Monitor the external technology landscape including AI, cloud, interoperability standards, and regulatory shifts to proactively evolve the architecture strategy ahead of business need
- Build, lead, and operate the Enterprise Architecture Office as a center of excellence that partners with product, engineering, and business teams to guide solution design and delivery.
- Establish the Architecture Review Board (ARB), leading governance processes that evaluate proposed solutions against architectural standards before investment and implementation
- Develop and maintain the enterprise architecture repository, including reference architectures, architecture decision records (ADRs), technology standards, and approved patterns
- Define and communicate technology lifecycle policies governing the adoption of new technologies, management of current platforms, and retirement of legacy systems
- Develop and enforce architecture governance frameworks, principles, and guardrails that ensure consistency, reusability, and long-term sustainability across the technology portfolio
- Establish a tiered governance model that balances speed-to-delivery for product teams with appropriate oversight for high-risk, high-complexity, or enterprise-wide architectural decisions
- Partner with engineering leadership to embed architecture standards into the software delivery lifecycle (SDLC), ensuring governance happens by design not as a bottleneck
- Drive architecture compliance reviews for major programs, vendor solutions, and third-party integrations to ensure alignment with enterprise standards and strategic direction
- Own the enterprise cloud architecture strategy, guiding the organization's adoption of cloud-native patterns, multi-cloud or hybrid cloud models, and infrastructure-as-code practices.
- Define reference architectures for cloud infrastructure, platform services, containerization, and orchestration that enable engineering teams to build with speed and confidence
- Partner with Infrastructure and Security teams to ensure cloud architecture decisions align with cost optimization, reliability, performance, and zero-trust security principles
- Define the enterprise data architecture strategy, including data platform design, data mesh or data fabric adoption, interoperability standards, and master data management (MDM) frameworks.
- Own integration architecture standards, including API strategy, event-driven architecture, messaging patterns, and real-time data streaming across the enterprise
- Ensure data architecture supports regulatory requirements specific to the healthcare payer environment, including HIPAA, CMS interoperability mandates, HL7 FHIR, and EDI standards.
- Collaborate with the VP of AI Engineering and Data Science leadership to ensure the data architecture enables scalable, governed AI and analytics workloads
- Define application architecture standards, including microservices patterns, domain-driven design, API-first development, and platform modularity principles.
- Guide teams in making sound build-vs-buy-vs-partner decisions, evaluating vendor platforms and COTS solutions against enterprise architecture standards and strategic fit.
- Establish standards for technical debt management, application rationalization, and modernization prioritization across the application portfolio.
- Partner with the CISO and security engineering teams to embed zero-trust security principles and security-by-design patterns into all architectural frameworks and reference architectures.
- Ensure security architecture considerations — including identity and access management, data encryption, network segmentation, and threat modeling — are embedded into solution design from inception
- Build trusted relationships with business, clinical, and technology leaders across the organization, serving as a strategic bridge between business intent and technology execution.
- Communicate architecture strategy, roadmaps, and governance decisions to executive, board-level, and operational audiences with clarity and conviction
- Mentor and develop senior architects and technical leads across the organization, raising the overall architecture maturity and engineering craft
- Represent the company in external architecture and technology forums, industry groups, and standards bodies relevant to health plan technology
Requirements
- Bachelor’s degree in Computer Science, Software Engineering, Information Systems, or a related field, or additional related work experience
- 10+ years in technology, with 7+ years in enterprise or solution architecture roles
- 5+ years in a senior technology leadership position
- Healthcare Domain Expertise: Deep understanding of the healthcare payer landscape, including health plan operations, claims systems, care management platforms, provider data, and regulatory environment
- Architecture Leadership: Proven experience establishing or leading an enterprise architecture function, including governance frameworks, ARB processes, and technology standards programs
- Executive Communication: Exceptional ability to articulate complex technology concepts, trade-offs, and strategic recommendations to C-suite and board-level audiences
- Cross-Functional Influence: Demonstrated ability to lead through influence in a matrixed organization, building alignment across engineering, product, operations, and business functions
- Strategic Thinking: Track record of translating long-range business strategy into concrete technology architecture decisions and investment priorities
- Enterprise Architecture Frameworks: Deep expertise in TOGAF, Zachman, or equivalent enterprise architecture frameworks; experience adapting frameworks pragmatically to large, complex organizations
- Cloud Platforms: Expert-level knowledge of AWS, Azure, or GCP architecture; experience with multi-cloud strategies, FinOps principles, and cloud-native design patterns
- Integration & API Architecture: Strong command of API management, event-driven architecture, ESB/iPaaS platforms, and microservices design.
- Data Architecture: Experience with modern data platforms, including data lakehouses, streaming architectures (Kafka, Flink), data mesh principles, and vector databases
- Healthcare Interoperability: Familiarity with HL7 FHIR, EDI (X12), HL7 v2, and CMS interoperability and prior authorization rules; experience with healthcare data exchange platforms a strong plus
- Security Architecture: Solid understanding of zero-trust frameworks, identity and access management, and NIST cybersecurity standards.
- AI & Emerging Technology: Working knowledge of AI/ML architecture patterns, LLM integration approaches, and responsible AI design principles sufficient to govern and guide AI solution architecture
