About the role

Key responsibilities & impact

Serve as the functional lead supporting Wisconsin's Children's Long-Term Support (CLTS) program.
Act as the primary liaison between Wisconsin DHS, business stakeholders, project teams, and technical resources.
Lead and coordinate operational initiatives, maintenance activities, enhancements, change requests, and project-related work from initiation through implementation and closure.
Facilitate requirements elicitation sessions, business process reviews, solution discussions, stakeholder meetings, and client-facing presentations.
Own and manage a portfolio of operational work, ensuring accurate status tracking and timely progression through established lifecycles.

Requirements

What you’ll need

8+ years of experience as a Business Analyst, Business Lead, Functional Lead, Product Owner, or similar role supporting complex technology initiatives.
5+ years of experience in Medicaid, healthcare, government programs, or other highly regulated environments.
Proven experience managing work throughout the full project lifecycle, including requirements gathering, enhancements, maintenance, defect resolution, testing, implementation, configuration, change management, and production support.
Experience creating, reviewing, and validating business requirements, business process documentation, test scenarios, solution deliverables, and project communications while maintaining accurate stakeholder awareness.
Strong analytical and problem-solving skills, including experience using Excel, SQL, reporting tools, and data analysis techniques to support decision-making and identify process improvement opportunities.
