About the role

Key responsibilities & impact
  • Serve as liaison to South Sudan and represent The Carter Center’s interests and resources
  • Direct strategic planning, development, and implementation of program initiatives
  • Support the South Sudan Ministry of Health Guinea Worm Eradication Program, Trachoma Control Program, and other programs as needed
  • Assist with strategic planning, implementation of program initiatives, policies, procedures, plans of action, and budgets
  • Work with government agencies, United Nations organizations, bilateral donors, NGOs, and other stakeholders
  • Oversee the safety and security of staff, assets, and program activities; develop, implement, and review security protocols
  • Direct contract negotiations with vendors and consultants
  • Research, write, and present program-related speeches
  • Plan, administer, and monitor the program budget
  • Oversee record-keeping and operational, statistical, and briefing reports
  • Develop short- and long-term program goals
  • Provide leadership and overall management to locally recruited personnel
  • Oversee human resources functions

Requirements

What you’ll need
  • Bachelor's degree in a field related to the program area
  • Seven years of related experience
  • Hostile Environment Awareness Training (HEAT) required
  • Ability to travel periodically to the United States and re-enter South Sudan
  • Experience with Neglected Tropical Diseases such as Guinea worm, Trachoma, River Blindness, or Lymphatic Filariasis highly desirable
  • NGO and Civil Society Organization experience beneficial
  • Experience working in Sub-Saharan Africa and complex operational environments, preferably international development or humanitarian settings
  • Experience collaborating with government agencies, donors, diplomats, and other key stakeholders
  • Data management experience advantageous
  • Experience overseeing operations, supply chain, and financial management of a country program
  • Ability to manage diverse teams and performance across multiple projects/programs
  • Experience developing, implementing, and managing security procedures for a country office
  • Strong leadership and strategic planning skills
  • Effective problem-solving and decision-making skills in high-pressure situations
  • Ability to manage multiple priorities and work effectively under pressure
  • Strong diplomatic, interpersonal, and stakeholder engagement skills
  • Experience leading diverse and multicultural teams
  • Strong judgment, adaptability, and problem-solving skills
