About the role

  • Provide strategic and analytical support to SAMHSA, conducting legislative and policy analyses.
  • Develop, apply, and interpret qualitative and quantitative methodologies to assess behavioral health initiatives.
  • Prepare reports, briefing materials, and policy summaries for senior leadership.
  • Support Federal interagency relations and advise on cross-government policy implications.
  • Conduct organizational assessments and provide recommendations for improvement.
  • Support SAMHSA leadership during reorganization and transition to the Administration for Healthy America (AHA), including change management activities.

Requirements

  • Master’s degree in Public Policy, Public Health, Behavioral Health, Economics, or related field.
  • Minimum of 7–10 years of progressive experience in program analysis, legislative affairs, policy evaluation, or organizational change management within the Federal government or related consulting environment.
  • Demonstrated expertise in applying qualitative and quantitative research methods to evaluate Federal programs and policies.
  • Strong knowledge of behavioral health systems, including prevention, treatment, and recovery support services.
  • Experience conducting legislative and regulatory impact analyses at the Federal level.
  • Familiarity with federal reorganization processes and organizational performance frameworks.
  • Exceptional written and verbal communication skills.
  • Possess Strong written and verbal communication skills.
  • Highly organized with an ability to prioritize, balance, and effectively advance multiple competing priorities in a high-volume, fast-paced environment.
  • Ability to interact in a professional and collaborative manner with fellow Dynanet Teammates and the clients, and business partners that we work with.
  • Ability and desire to challenge and educate yourself to support and advance IT services delivery in the Federal agencies we serve.
  • Excellent judgment and creative problem-solving skills.
  • Respond to team member and client requests via email, MS teams, or other communication means during core business hours.
  • Active listening skills to understand clients' needs, and collaboration skills to work with other developers and designers.
