Key responsibilities & impact

Lead and manage the client's PeopleSoft HCM resource team
Provide day-to-day management, mentorship, and performance oversight
Serve as the primary escalation point between agency leadership, DCHR, and the PeopleSoft team
Coordinate cross-functional work across Core HR, Payroll for North America, Time and Labor, and Benefits Administration
Oversee planning, scheduling, and resource allocation across concurrent PeopleSoft initiatives
Track team performance against SLAs and KPIs and drive continuous improvement
Facilitate regular status reporting on program health, risks, and milestones
Support requirements gathering, functional design review, and change management oversight
Manage staffing needs, onboarding, and succession planning

What you’ll need

Bachelor's degree in Information Technology, Business, or a related field, or equivalent experience
16+ years of IT program and project management experience
Experience managing multi-person technical teams
Experience managing PeopleSoft HCM engagements or teams covering Core HR, Payroll, and Time and Labor
Experience leading projects in compliance with established standards and procedures
Experience managing government or public-sector IT programs
Ability to manage cross-functional stakeholders, including client leadership, technical staff, and vendor resources
Excellent written and verbal communication skills with executive-level status reporting experience
16 years of business analysis experience
16 years of Software Development Lifecycle experience
16 years of requirements gathering and documentation experience
16 years of Microsoft Office and PowerPoint experience
16 years of PeopleSoft HCM program and team leadership
