About the role

Key responsibilities & impact
  • Advise and support, in coordination with the requesting department, in carrying out preliminary studies (sourcing and benchmarking)
  • Manage procurement projects through to completion in coordination with the requesting department: drafting administrative documents, managing the tender process (preparing and publishing tender documents, handling questions/answers), overseeing the legal aspects of the bid evaluation phase, conducting negotiations and, where applicable, finalizing contractual adjustments
  • Support the requesting department in managing any events affecting contracts in execution (drafting amendments, handling renewals, subcontracting declarations) as well as all execution issues (formal notices, penalties, terminations, etc.)
  • Contribute to promoting a “procurement and public purchasing” culture
  • Participate in and contribute to the department's projects
  • Assist departments in managing execution difficulties (penalties, corrective action plans, etc.)
  • Support departments during reception or acceptance operations
  • Provide training to departments on contract execution for public procurement
  • Update the department's document repository (tender regulations (RC), Special Administrative Clauses (CCAP), letters, etc.) incorporating legal design principles

Requirements

What you’ll need
  • You hold a Master's degree (Bac+5) in public law, procurement, or an equivalent qualification
  • Professional experience in a similar role would be an asset
  • You are familiar with public procurement regulations and public accounting
  • Proficient with IT and office software tools
  • Strong drafting, analytical and synthesis skills
  • Strong interpersonal skills, proven negotiation ability and persuasive influence
  • Proactive and comfortable taking initiative
