About the role
- Coordinate all stages of legalization and new approvals for complex projects for large-scale developments with public agencies (municipal, state and/or federal), from new business prospecting studies through environmental licensing and delivery of the development; negotiate and follow up on processes and represent the company in meetings with regulatory agencies and public hearings.
- Manage regulatory and legal aspects of developments, providing technical and strategic support, assessing regulatory risks, proposing solutions, and participating in legal feasibility analyses from the initial phase to support decisions on land acquisition and project development.
- Ensure project compliance with applicable laws and regulations; prepare and monitor legalization and licensing schedules; participate in legal feasibility assessments from the initial phase, ensuring alignment between internal teams (development, engineering and legal) and external agencies, as well as interfacing with property regularization of assets.
- Monitor legalization-related KPIs (deadlines, approvals, outstanding issues), consolidate information, and prepare reports and presentations for leadership with status updates, risks and recommendations.
- Support strategic decisions on land acquisition and project development.
- Select, hire and manage external consultants responsible for project approvals, legalization and licensing to ensure supplier quality and compliance with deadlines, thereby securing efficiency and conformity of processes.
- Prepare and track departmental budget forecasts, controlling costs related to legalization and licensing.
- Plan and coordinate the legalization team, distribute workloads and monitor performance to ensure quality, agility and compliance in project approval and regulation processes.
- Support the strengthening of the company’s sustainability culture, adhering to applicable socio-environmental guidelines, standards and policies. Within their duties and responsibilities, act ethically, proactively, safely and responsibly, minimizing environmental impacts and workplace incidents, among other concerns.
Requirements
- Bachelor’s degree in Architecture and Urbanism or a related field.
- Experience with real estate developers or construction companies in the areas of approvals, legalization and licensing of real estate developments, particularly in large-scale projects.
- Experience with approval processes for complex projects.
- Experience with urban-scale projects and approvals.
- Technical knowledge of Urban, Environmental and Building Legislation: strong command of Master Plan, Subdivision/Parceling Law, Land Use and Occupation regulations, Building Code and related legislation.
- Knowledge of legalization and approval processes for large-scale projects.
- Proficiency with AutoCAD, Microsoft Office Suite and Microsoft Project.
- MBA, specialization, master’s degree or postgraduate studies in Legalization, New Business, Real Estate Management or related areas is desirable.
