About the role

  • Ensure full SDLC compliance for all DCAS projects (JAR, design, QA, UAT, OCM, readiness).
  • Establish, maintain, and enforce PMO processes, procedures, templates, and governance structures.
  • Oversee the DCAS project portfolio, ensuring timelines, risks, dependencies, and resources are proactively managed.
  • Provide direction, coaching, and quality review of project managers’ deliverables and documentation.
  • Serve as primary escalation point for project risks, issues, and stakeholder concerns.
  • Lead project intake, prioritization, and reporting cadence, including portfolio dashboards and leadership updates.
  • Drive consistent communication across vendors, partner agencies, and internal teams.
  • Monitor compliance with federal, local, and agency policies.
  • Ensure vendors are meeting deliverables, timelines, and quality expectations.
  • Support change management and continuous improvement initiatives across the PMO.

Requirements

  • 10+ years of progressive project/program management experience within complex technical environments.
  • Deep knowledge of SDLC, system integrations, and public sector or eligibility systems preferred.
  • Strong experience with Smartsheet, JIRA, and other project management tools.
  • Proven ability to enforce processes and maintain structure across multiple teams.
  • PMP Certification required or must complete the PMP certification within 1 year of hire.
  • Extremely organized, detail-oriented, and structured.
  • Proactive and anticipatory—able to identify needs, risks, or gaps before they become issues.
  • 16+ yrs. MS Office/PowerPoint experience--Required
  • 16 Years Bachelor’s degree in IT or related field or equivalent experience--Required
  • Progressive experience in project and program management--Required
  • 15 Years Experience managing people, performance, developing processes and change management practices for medium to large teams--Required
  • 15 Years Strong experience and verifiable success in delivering high-value client-facing software projects that span multiple teams and customers--Required
  • 10 Years Track record of developing and improving consistent and repeatable outcomes across a Project Management Office--Required
  • 10 Years Progressive Operational Leadership or Consultative experience in either a hospital or Health System setting--Required
  • 7 Years Exp with program dev that relies on thorough synthesis &understanding of clinical evidence/outcomes, process flow analysis, end-user relations etc.--Required
  • 10 Years Strong analytical, quantitative and problem-solving experience--Required
  • 15 Years Thorough understanding of core business processes within healthcare organizations required--Required
  • 7 Years management experience of individual contributors and/or supervisors preferred--Required
