About the role

  • Lead capture efforts for targeted opportunities with the U.S. Coast Guard, DoD, GSA, and other federal agencies
  • Conduct market analysis, competitor assessments, and customer engagement to inform win strategies
  • Oversee the development of compliant, compelling, and cost-effective proposals in coordination with proposal teams
  • Manage negotiation, review, and administration of government contracts and subcontracts throughout their lifecycle
  • Provide strategic guidance on risk identification, mitigation, and negotiation strategies for high-value and complex contracts
  • Ensure compliance with FAR, DFARS, GSA schedules, and agency-specific regulations and policies
  • Develop and maintain productive relationships with government clients, contracting officers, and industry partners
  • Monitor contract performance and collaborate with program teams to ensure deliverables meet quality, schedule, and cost requirements
  • Prepare reports, forecasts, and executive-level briefings on capture and contract activities
  • Mentor and guide junior staff in capture and contract management best practices

Requirements

  • Bachelor’s degree in Business Administration, Contracts Management, Government Procurement, or related field (Master’s preferred)
  • 7+ years of progressive experience in capture management, business development, and/or contract administration
  • Demonstrated success leading capture and managing contracts with the U.S. Coast Guard, Department of Defense (DoD), and General Services Administration (GSA)
  • Comprehensive knowledge of federal procurement processes and regulations (FAR, DFARS, GSAR)
  • Proven track record of leading successful capture efforts and managing complex, high-value contracts
  • Exceptional negotiation, communication, and interpersonal abilities
  • Capacity to develop and implement strategic capture and contract management plans tailored to federal clients
  • Advanced analytical, problem-solving, and decision-making skills
  • Proficiency with contract management systems, CRM tools, and MS Office Suite
  • Ability to thrive in a fast-paced, deadline-driven environment
  • Must be a U.S. Citizen and must be able to obtain and maintain a security clearance
  • Secret security clearance or higher preferred
