About the role

Key responsibilities & impact

Evaluate the full range of civil engineering plans, calculations, and supporting documents for compliance with local, state, and federal regulations
Assess site development plans, including grading, drainage, stormwater management, utilities, roadway improvements, and erosion control measures
Review floodplain development proposals for compliance with FEMA standards, the National Flood Insurance Program (NFIP), and local floodplain ordinances
Evaluate elevation certificates, no-rise certifications, hydrologic and hydraulic (H&H) studies, and floodplain development permit applications
Verify that plans comply with adopted codes, municipal standards, and accepted engineering practices
Prepare clear, accurate review comments and required corrections through the VertexPlans platform
Coordinate with engineers, developers, contractors, and municipal staff (including floodplain administrators) to resolve review comments
Utilize VertexPlans for project tracking, documentation, communication, and report submission
Consistently meet established turnaround times while maintaining high standards of accuracy and quality

Requirements

What you’ll need

Bachelor’s degree in Civil Engineering or a closely related field required
Active Texas Professional Engineer (PE) license required
Availability to work part-time on an as-needed basis remotely (no guaranteed minimum hours)
Strong technical command of civil engineering principles related to site development, grading, drainage, stormwater management, utilities, and infrastructure
Texas Certified Floodplain Manager (CFM) certification preferred
Prior experience performing civil and floodplain plan reviews for municipalities preferred
Working knowledge of FEMA floodplain regulations, the National Flood Insurance Program, and local floodplain ordinance administration
