About the role
- Senior Project Manager role to oversee the full lifecycle of assigned projects from initiation through close-out ensuring they are delivered on time, within budget, and aligned with approved scope and quality standards
- Leads development of solutions and strategies for complex technical/logistical problems related to Statewide Regional Branch functions
- Collaborates with Departments and staff to achieve outcomes
- Supports Deputy Director and Director in special tasks and state/federal monitoring requirements
- Negotiates complex agreements with stakeholders
- Guides Project Managers and staff in approach and strategy; communicates effectively to demonstrate leadership and collaboration
- Manages ad-hoc teams for a large megaproject; coordinates with multiple interrelated projects
- Prepares technical correspondence and comprehensive reports
- Develops procurement scopes of work and contract strategies
- Travel may be required
Requirements
- MINIMUM REQUIREMENTS BA/BS + 8 Years of relevant experience or demonstrated equivalency of experience and/or education
- PREFERRED QUALIFICATIONS Knowledge of and experience in high-speed rail
- 10+ years of project management experience
- A Juris Doctorate Graduate Degree preferred
- The ability to prepare technical correspondence and complete, comprehensive reports; address an audience effectively; analyze situations accurately and adopt an effective course of action; and communicate effectively to demonstrate leadership, team building, and collaboration skills, for meeting established project goals and objectives
- Knowledge of the California State Contracting Manual, HSR Right-of-Way Manual, Design-Build Contracts, Federal Statutes, California State Statutes and Project Management Techniques
- Proficiency and knowledge of computer software applications such as Microsoft Excel, Word, Visio, Canva, and PowerPoint
- The ability to maintain good communication skills and working relationships with third party agencies, management, consultants, private sector contractors, subcontractors and their associations
- Strong coordination skills, given the strong matrix organization assembled for the program
- Excellent communication and negotiating skills (both written and oral), and the ability to speak knowledgeably with other consultants, stakeholders, other governmental agencies and individual citizens
- Ability to analyze situations and data accurately; lead the development of effective solutions and strategies for difficult technical and logistical problems related to securing agreements necessary for the program
- Ability to manage a diverse team in support of Branch activities
