Proposal Manager

• Build a proposal management practice that helps Nava increase proposal quality and in support of Nava's growth goals
• Lead Nava Client Solutions Managers, Subject Matter Experts and reviewers through well-structured proposal efforts; effectively engage Nava leadership (Contracts, Staffing, etc) and teaming partners at the right times with the right information
• Author proposal content such as descriptions Nava's past performance and capabilities
• Manage concurrent proposal efforts without sacrificing clarity or quality
• Develop and support a compliance checklist for each opportunity, including evaluation criteria, required forms and contractual documents
• Curate, organize and and build 'evergreen' content that speaks to Nava's capabilities, projects and modern practices

Principal Proposal Manager

• Serve as the single point of accountability for assigned RFx opportunities (RFPs, RFQs, RFIs, ITBs, and sole-source proposals), interpreting solicitation requirements and leading execution end-to-end from intake through final submission.
• Build proposal workbooks, schedules, and delivery plans tailored to each opportunity's complexity, and track deliverables, dependencies, risks, and deadlines throughout the lifecycle to ensure on-time submission.
• Create and manage Microsoft Teams and SharePoint proposal workspaces to centralize content, contributor inputs, and version control.
• Perform final readiness checks for formatting, completeness, and compliance prior to submission.
• Own proposal compliance with customer instructions, evaluation criteria, and mandatory requirements, including building and validating compliance matrices and point-by-point responses to ensure full coverage.
• Identify and remediate quality, compliance, or content issues prior to submission, escalating risks early to leadership and contributors.
• Ensure proposals accurately represent MCA's capabilities, value proposition, and brand standards across narrative, formatting, and visual presentation.
• Coordinate inputs from Sales, Solution Architects, Finance, Contracts, Legal, Risk & Compliance, Marketing, and subject matter experts to assemble responsive, accurate proposals.
• Schedule and run proposal kickoffs, status check-ins, and team reviews focused on driving execution and unblocking contributors.
• Communicate requirements, ownership, and deadlines clearly to contributors across functions and seniority levels, escalating gaps or delays through appropriate channels to keep proposals on track.
• Leverage existing templates, boilerplate, and reusable content to reduce rework and accelerate response cycle time.
• Identify content gaps and improvement opportunities across proposals, partnering with Proposal Center leadership on feedback loops related to quality and reuse.
• Follow Proposal Center standards, workflows, and tools, including proposal automation platforms (e.g., Responsive), and provide execution-level feedback to improve cycle time and quality.

Senior Proposal Manager

• Manage intake and validate project requests for scope and feasibility.
• Prepare accurate, competitive proposals with clear timelines and assumptions.
• Build cost models and lead pricing strategy discussions.
• Collaborate with cross-functional teams to ensure operational readiness.
• Maintain quote pipeline tracking and analyze performance metrics.
• Drive process improvements for faster cycle times and better stakeholder engagement.
• Act as subject matter expert for proposal strategy within the commercial team.

• Provide ownership of assigned RFP responses for Space and Intel product lines, exercising independent judgment in interpreting requirements, defining proposal strategy, facilitating cross-functional collaboration, and ensuring compliance with internal and customer standards.
• Lead and moderate proposal kickoff and solutioning sessions, establishing direction, scope, and task assignments for Program Management, Engineering, and other required functions.
• Develop and oversee pricing strategy, cost models, and volume narratives, ensuring alignment with business objectives, customer requirements, and competitive positioning.
• Integrate, evaluate, and synthesize inputs from multiple functional partners into a complete, compliant Proposal Package; ensure necessary leadership reviews and approvals are obtained in accordance with internal policy.
• Prepare, certify, and submit Current, Accurate, and Complete proposals requiring Certified Cost and Pricing Data; exercise professional expertise in compliance with FAR, DFARS, and company estimating standards.
• Represent the proposal function in internal and external audits, providing authoritative responses, supporting documentation, and subject matter insights.
• For remote employees, quarterly travel to the San Diego office is required to support onsite team meetings, engagement activities, and collaborative proposal planning.

Senior Associate, Proposal Management

• Evaluate RFI/RFPs and discuss with prospective customers to ensure a technical understanding of customers' needs for the development of a robust proposal.
• Collaborate with the technical leads internally to generate a program scope that is in line with the Customer's request and services and capabilities that Thermo Fisher Scientific has to offer.
• Generate high quality proposals and supporting timeline and pricing documents for varying program types (both Bio drug substance only and multiple service integrated documents).
• This includes programs that span all clinical phases and varying molecule types (monoclonal antibodies, Fc-Fusion Proteins, Bispecific Antibodies, Recombinant Proteins and Complex proteins/enzymes).
• Work closely with the Business Management team to generate and obtain approved pricing that allows the company to remain competitive based on hours estimates provided by the technical team and other operating costs.
• Support and actively participate in Customer calls to present the issued proposal and speak to Patheon's breadth of services while providing options for services and solutions which meet the Customer's needs.
• Act as the liaison between technical team and the Customer.
• Support and lead proposal discussions during Customer visits.
• Execute proposal revisions as required and assist in driving the program from proposal to contract signature.
• Liaise closely with the Program Management team to transition programs awarded from proposals to program management and the execution teams through the Proposals to Project formal process.
• Routinely suggest and provide updates to proposal templates (stage language, cost model, timelines, etc.) based on request from subject matter experts and/or changes in processes/procedures following a formal template management process.
• Participate in proposal team and other business unit initiatives focused on process improvement, building efficiencies, and intake of new technologies and collaborations.
