Proposal Manager

• Build a proposal management practice that helps Nava increase proposal quality and in support of Nava's growth goals
• Lead Nava Client Solutions Managers, Subject Matter Experts and reviewers through well-structured proposal efforts; effectively engage Nava leadership (Contracts, Staffing, etc) and teaming partners at the right times with the right information
• Author proposal content such as descriptions Nava's past performance and capabilities
• Manage concurrent proposal efforts without sacrificing clarity or quality
• Develop and support a compliance checklist for each opportunity, including evaluation criteria, required forms and contractual documents
• Curate, organize and and build 'evergreen' content that speaks to Nava's capabilities, projects and modern practices

Principal Proposal Manager

• Prepare and deliver competitive and sole source proposals on schedule
• Develop proposal compliance matrix and ensure compliance
• Develop the proposal plan, schedule, outline, and resource plan
• Review draft proposal artifacts to improve quality
• Ensure timely, effective proposal kickoffs, color teams, peer reviews, and leadership reviews
• Collaborate with other Raytheon stakeholders (e.g., pricing, supply chain, contracts)
• Communicate proposal requirements and status to senior management
• Collaborate with RTX Global Government Relations (GGR) at the Federal, State/Local on Public Policy in their advocation and development of new technologies and our solutions

Senior Manager, Proposal Management

• Ensure timely, effective proposal kickoffs, color teams, peer reviews, and leadership reviews

• Collaborate with RTX Global Government Relations (GGR) at the Federal, State/Local on Public Policy in their advocation and development of new technologies and our solutions
• Domestic travel up to 25% to support proposals

Manager, Proposal Management

• Execute timely development, analysis and completion of proposals through collaboration with functions across the business area.
• Ensure proposals meet quality, schedule, and affordability targets for the benefit Raytheon and our customers
• Develop and champion innovative methodologies to drive faster and more efficient contract awards
• Direct and oversee coordination of proposal evaluation notices, fact-finding questions and/or final proposal revisions with senior leadership
• Assist teams with proposal kickoffs
• Be able to provide an outline for the Proposal Response and provide formatting guidance to the Proposal Team
• Provide guidance and strategy for Submit Gate’s, mentoring proposal team members on role delegation, responsibilities, and decision-making at the lowest responsible level
• Coordinate staffing on proposals, working with designated proposal leads and priorities to ensure timely delivery and “mange pre-RFPs” to meet needs as appropriate
• Leverage networks and opportunities with internal and external stakeholders to shape requirements
• Emphasize compliance with export/import regulations, the U.S. Foreign Corrupt Practices Act, and equivalent export control and business ethics regulations of foreign customers and partners
• Ability to multi-task and assist on more than one proposal at a time and assist Capture Manager in guiding proposal team personnel.
• Ability to travel as needed, but no more than 10%.

Senior Proposal Manager

• Provide ownership of assigned RFP responses for Space and Intel product lines, exercising independent judgment in interpreting requirements, defining proposal strategy, facilitating cross-functional collaboration, and ensuring compliance with internal and customer standards
• Lead and moderate proposal kickoff and solutioning sessions, establishing direction, scope, and task assignments for Program Management, Engineering, and other required functions
• Develop and oversee pricing strategy, cost models, and volume narratives, ensuring alignment with business objectives, customer requirements, and competitive positioning
• Integrate, evaluate, and synthesize inputs from multiple functional partners into a complete, compliant Proposal Package; ensure necessary leadership reviews and approvals are obtained in accordance with internal policy
• Prepare, certify, and submit Current, Accurate, and Complete proposals requiring Certified Cost and Pricing Data; exercise professional expertise in compliance with FAR, DFARS, and company estimating standards
• Represent the proposal function in internal and external audits, providing authoritative responses, supporting documentation, and subject ‑ matter insights
• For remote employees, quarterly travel to the San Diego office is required to support onsite team meetings, engagement activities, and collaborative proposal planning

Senior Associate, Proposal Management

• Lead and coordinate complete proposal development
• Manage the preparation of bids and tenders
• Collaborate with technical teams and solution architects
• Solicit all necessary information from stakeholders
• Develop the technical cost basis
• Identify technical and execution risks
• Coordinate with Finance and Commercial teams
• Efficiently coordinates proposal development schedule
• Improve templates, cost models, and standard solution approaches
• Capture lessons learned from each proposal
• Assist Project Managers on Change Orders
• Leads handoff from project bid phase through contract award

Proposal Manager – Safety I&C Systems

• Lead end-to-end proposal development, ensuring on-time submissions and compliance.
• Evaluate the probability of winning and guide pursuit decisions.
• Collaborate with teams to craft persuasive proposals.
• Manage the assembly of proposal content for consistency and compliance.
• Create and manage schedules, assign tasks, and track progress.
• Research competitors to inform competitive strategies.
• Review and edit proposals for clarity and alignment.
• Maintain a centralized proposal repository for future reference.
