About the role
- Analyze RFPs, RFQs, and RFIs to understand requirements and evaluation criteria (Sections L & M)
- Develop, write, and edit technical, management, and past performance proposal sections
- Collaborate with subject matter experts (SMEs), capture managers, and solution architects to gather technical details and transform them into clear, persuasive text
- Draft executive summaries, resumes, capability statements, and other proposal components
- Ensure compliance and consistency across all proposal documents — formatting, tone, structure, and branding
- Maintain and update the content library, templates, and reusable proposal material
- Support color team reviews (Pink, Red, Gold) and incorporate reviewer feedback efficiently
- Work with the design team to integrate graphics, charts, and visuals to enhance clarity and readability
- Assist with grants-related proposals when applicable, including project narratives and compliance documentation
- Coordinate with pricing, contracts, and business development teams to align narrative with cost and technical volumes
Requirements
- Bachelor’s degree
- 3–5 years of experience as a proposal writer, technical writer, or grants writer in a government contracting environment
- Strong understanding of the federal acquisition process and proposal development lifecycle
- Excellent writing, editing, and proofreading skills with exceptional attention to detail
- Proven ability to meet tight deadlines and manage multiple proposals simultaneously
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and collaboration tools such as SharePoint, Teams, or Adobe Acrobat
- Familiarity with proposal management tools and compliance matrix development
- Experience writing for FEMA, DHS, USAID, or similar federal agencies (preferred)
- Knowledge of grants management, program management, or technical services proposals (preferred)
- APMP certification or formal proposal management training (preferred)
- Experience with IDIQs, BPAs, and task order responses (preferred)
- Ability to create graphics, infographics, and flow diagrams that support proposal narratives (preferred)
