About the role
- To manage and lead the billing, collection and recovery section on behalf of Nuneaton & Bedworth Borough Council and North Warwickshire Borough Council ensuring the effective, economic administration of the billing and collection service in order to maximise revenue for the shared service in respect of Council Tax, Non Domestic Rates, and for Housing Benefit Overpayments, Sundry Debts & Housing Rents for Nuneaton & Bedworth Borough Council in accordance with legislation, local policies and strategies.
- To work with the Head of Revenues and Benefits Manager Shared Services Manager and the other Section Heads within both authorities to ensure the team achieves excellence in its services to its customers, both internal and external.
- Be committed to the Council’s Vision and carry out work within the spirit and intention of its core values.
- An understanding and awareness of the concept of “Making Every Contact Count” (MECC), attending training where necessary.
- To be responsible to produce the Revenue Section service and business plans, and to assist with the production of the Finance and Procurement service and business plans.
- To be responsible for delivering and reviewing service standards, quality, and performance targets for the service in accordance with the Council’s Statement of Purpose and Principles.
- To foster a creative and open environment within the Revenue service where employees feel supported, involved, and consulted.
- To make full use of the technology available to improve communications within the Section and the Council as a whole.
- To maintain healthy and safe working practices in accordance with the Health & Safety at Work, Etc. Act 1974.

- To undertake such other duties related to the work of the Council as may be assigned and which are Consistent with the nature of the job and its level of responsibility.

Requirements
- Recent and relevant experience of working in a revenue’s environment, including dealing with/interviewing public both by telephone and in person
- Relevant experience of managing and supervising a team
- Experience of working to performance related targets
- Experience of working with and good understanding of Council Tax, Non-Domestic Rate legislation and Housing Law
- Requirement to be educated to NVQ Level 5 standard on the National Qualifications Framework i.e. foundation degree or diploma in relevant Revenues based subject.
- Recognised management qualification or willing to work towards IOSH managing safely or willing to work towards qualification
- A good understanding of best practice for efficient administration of Council Tax, Non-Domestic Rates & Housing Rents
- Ability to communicate effectively at all levels with staff, members of the public and external organisations by face to face, telephone and in writing
- Ability to manage and motivate teams of staff and participate in the overall management of the Revenues Service
- Ability to lead and mange teams through periods legislative and organisational change
- Ability to present complex information in a clear and precise manner
- Good knowledge of recovery processes and legislation in respect of Council Tax, Non-Domestic Rates, Housing Benefit Overpayments, Sundry Debts & Housing Rent matters
- Knowledge of Housing Benefit
- Working knowledge of IBS Open Revenues system
- Good working knowledge of using of computerised systems, including Housing Benefit applications, and Microsoft packages, specifically Word and Excel.
- Ability to research and analyse information to produce recommendations and where required.
- Commitment to provide a high standard of customer service, in support of the Council’s Customer Service Policy
- Versatile and adaptable, willing to embrace change
- Good attendance record
- Holds full valid driving licence and can travel between shared service venues.
